ICA Webcast: Black Sky/Catastrophic Emergency Planning Q: Just what is a Black Sky Event? A: A long-term, widespread electrical outage caused by natural forces or man-made. The Alliance has assembled a team of experts to begin discussions on how our industry might begin to prepare for a Black Sky event. Something that might cause a power outage over several states for a period of several months. Something that will stress our backup plans beyond recognition and current ability to respond.
