FCC Releases RoR Model Support Election Results


Last night, the FCC released a Public Notice identifying the 216 Rate-of-Return carriers that elected A-CAM support.  46 of those companies are from Iowa.  


The FCC says that total model-based support for electing carriers would more than double the $150 million annual budget it already set to fund model winners.  FCC says its projections for model-based support for electing winners would exceed that budget by more than $160 million annually, so it is seeking comment on what measures it should take to reduce support to carriers to bring the overall payments within budget. 


The FCC has previously indicated that if oversubscription occurs, its options include:  making up to $50 million in additional FCC funding available; reducing the per location cap below $146.10; or prioritizing carriers either based on their level of deployment (for example, excluding carriers that have high 10/1 availability) or based on carriers’ average cost per location.


The FCC is seeking comment from carriers by November 14th on what measure or combination of measures should be considered.
