Reassigned Numbers Database reporting for Small Voice Service Providers

Staring by October 15, 2021 small voice service providers (with 100,000 or fewer subscriber lines) must begin reporting permanently disconnected telephone numbers to the Reassigned Numbers Database.  These small service providers are required to start tracking and maintain records for any permanently disconnected telephone number starting January 27, 2021 and must be reported by the initial filing that is due by October 15, 2021.

The FCC issued the Reassigned Numbers Database Order on December 13, 2018 and published the announcement of OMB approval on June 26, 2020.  Service providers with more 100,000 subscriber lines had to start maintaining records for any permanently disconnected telephone numbers beginning July 27, 2020 and start reporting permanently disconnected telephone numbers to the Reassigned Numbers Database by April 15, 2021.

After the initial filing all service providers are required to report on a monthly basis any new permanently disconnected telephone numbers to the Reassigned Numbers Database by the 15th of every month.

The FCC defines “permanent disconnection” as occurring when a subscriber permanently has relinquished a number, or the provider permanently has reversed its assignment of the number to the subscriber such that the number has been disassociated with the subscriber for active service in the service provider’s records.

Permanently disconnected numbers, therefore, do not include instances where the phone number is still associated with the subscriber, such as when a subscriber’s phone service has been disconnected temporarily for nonpayment of a bill.  They also do not include telephone numbers ported to another provider.  Ported numbers remain assigned to, and associated with, the same consumer even though a different provider serves the consumer after the number is ported.

Telephone numbers are reported to the Reassigned Numbers Database showing the date the number was permanently disconnected, telephone numbers are never removed from the database since the telephone number is required to be aged for the minimum period before the telephone number can be reassigned.  The FCC has set the minimum aging period at 45 days after the disconnect date before a telephone number can be reassigned to a new subscriber.  This is a minimum that does not mean providers should reduce any longer aging intervals.
